(3) 240397 CD 1 CATEGORICAL EXEMPTION and NEIGHBORHOODS AND COMMUNITY ENRICHMENT COMMITTEE REPORT relative to the proposed agreement with Los Angeles Theater Academy, Inc. (LATA), for the use of the Elysian Park Recreation Center for the recreational youth theater and performing arts programs. Recommendations for Council action: 1. DETERMINE that the matter is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Article 19, Section 15301 of California CEQA Guidelines and Article III, Section 1, Class 1(14) of City CEQA Guidelines. 2. APPROVE the proposed agreement detailed in the April 4, 2024 Board of Recreation and Park Commissioners (Board) report, attached to the Council file, with an initial term of five years and an option to renew for an additional five years, between LATA, a California 501(c)(3) nonprofit corporation, and the Department of Recreation and Parks (RAP), allowing LATA continued shared use of designated indoor and outdoor areas of the Elysian Park Recreation Center for the operation of recreational theater and performing arts programs for the youth. Fiscal Impact Statement: The Board reports that the agreement will have no fiscal impact on the RAP General Fund as all operational and program related costs will be covered by LATA and through the collection of the Board approved Cost Recovery Reimbursement Fees.
