(46) 23­0038­S5 COMMUNICATION FROM LOS ANGELES HOUSING DEPARTMENT (LAHD) relative to executing a second amendment to City Contract C­ 144360 with the Southern California Housing Rights Center (SCHRC) to extend the term and to increase the total contract compensation. Recommendations for Council consideration, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the General Manager, LAHD, or designee, to execute a second amendment to City Contract C­144360 with the SCHRC, Tuesday which will-extend May 7, the 2024 - of the Contract by 12PAGE term 29to end on months July 31, 2025, and will increase the contract amount by (LAHD) relative to executing a second amendment to City Contract C­ 144360 with the Southern California Housing Rights Center (SCHRC) to extend the term and to increase the total contract compensation. Recommendations for Council consideration, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the General Manager, LAHD, or designee, to execute a second amendment to City Contract C­144360 with the SCHRC, which will extend the term of the Contract by 12 months to end on July 31, 2025, and will increase the contract amount by $3,095,351.73 ($2,852,000 United to House LA Funds and $243,351.73 Emergency Rental Assistance Subsidy funds) for a new total contract amount of up to $35,795,351.73, as detailed in the table contained in the LAHD report dated March 27, 2024, attached to Council file No. 23­0038­S5, in substantial conformance with the attached draft pro forma Agreement, subject to contractor’s performance, funding availability, and approval of the City Attorney as to form. 2. AUTHORIZE the Controller to establish a new account and appropriate $243,351.73 from the available cash balance within the Emergency Rental Assistance Subsidy Trust Fund No. 63D/43, Appropriation Account No. 43Y312 ­ Tenant Rental Assistance, and expend the funds for the SCHRC contract. 3. REQUEST the City Attorney, with the assistance of the LAHD, to prepare and present a draft ordinance to amend Section 5.596 of Chapter 190, Division 5 of the Los Angeles Administrative Code to delete the $2,000 maximum subsidy; and, authorize the LAHD to transfer all remaining monies in the Emergency Rental Assistance Subsidy Trust Fund to the ULA Emergency Rental Assistance Program (or any successor program) and to use the transferred monies for rental assistance under the ULA Emergency Rental Assistance Program. 4. AUTHORIZE the General Manager, LAHD, or designee, to prepare Controller instructions and make any necessary technical adjustments consistent with the Mayor and City Council action on this matter, subject to the approval of the City Administrative Officer; and, request the Controller to implement the instructions. Fiscal Impact Statement: The LAHD reports that there is no impact to the General Fund. The actions recommended in the LAHD report will be fully supported by the United to House LA Fund ($2,852,000) Fund No. 66M/43Y00B, and the Emergency Rental Assistance Subsidy Trust Fund ($243,351.73).
