(3) 23­0002­S123 RULES, ELECTIONS, AND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORT and RESOLUTION relative to including in the City’s 2023­24 State Legislative Program support for Senate Bill (SB) 1509 (Stern), the Negligent Operator Treatment (NOT) in California Act. Recommendation for Council action, pursuant to Resolution (Blumenfield – Lee), SUBJECT TO THE CONCURRENCE OF THE MAYOR: RESOLVE to include in the City’s 2023­24 State Legislative Program SUPPORT for SB 1509 (Stern), the Negligent Operator Treatment (NOT) in California Act, which seeks to specify that a conviction of driving 26 miles per hour higher over the posted speed limit would count as a two­ point violation, instead of one­point, in order to mitigate reckless driving and speed­related collisions. Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
