(16) 240129 CD 15 CONTINUED CONSIDERATION OF TRADE, TRAVEL AND TOURISM COMMITTEE REPORT relative to ensuring all services in hazardous materials, materials handling, waste collection or removal, and site remediation in the Port of Los Angeles (POLA) is served by a skilled and trained workforce. Recommendation for Council action, pursuant to Motion (McOsker Padilla): REQUEST the POLA, in consultation with the Department of Public Works, Bureau of Contract Administration and the Office of the City Attorney, to report to the Council within 30 days on the appropriate ordinance, regulation, or policy, such as Project Labor Agreements, Labor Peace Agreements, or similar mechanisms, to ensure that the workforce on hazardous waste collection, site remediation, or waste removal contracts, whether contracted directly by the POLA or subcontracted through tenants or other authorized agents, is skilled, well trained, experienced, and is ensured safe working conditions. Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
