19. \nOCEAN AVENUE AND BEACH STREET IMPROVEMENTS\nRecommendations:\n1. Receive a presentation from staff on the results of the Lower Ocean Avenue One­Way 2025\nTraffic Study results and a verbal report summarizing comments received during the Downtown\nAction Plan Improvements (Ocean Avenue) Town Hall;\n2. Discuss the results of the Lower Ocean Avenue One­Way 2025 Traffic Study and provide\ndirection as to possible improvements to Ocean Avenue and Beach Street; and\n3. Find that the action consists of government activities, which does not result in a direct or indirect\nphysical change in environment and therefore does not constitute a “project” within the meaning\nof the California Environmental Quality Act.
