(10) 24­0511 BUDGET, FINANCE AND INNOVATION COMMITTEE REPORT relative to a Fourth Amendment to Contract No. C­138396 between the City and Ernst & Young LLP for COVID­19 Financial Recovery Services. Recommendation for Council action: AUTHORIZE the City Administrative Officer (CAO), or designee, to execute the proposed Fourth Amendment to Contract No. C­138396 between the City and Ernst & Young LLP to extend the term by three years for a revised term of six years effective June 1, 2021 through May 31, 2027, subject to the review and approval of the City Attorney. Fiscal Impact Statement: The CAO reports that the proposed Fourth Amendment does not change the Contract compensation, which will remain at not to exceed $5.5 million. As reported in the 2023­24 Mid­year Financial Status Report (Council file No. 23­0600­S116), sufficient funding has been identified to fully fund this Contract obligation. There is no additional impact to the General Fund. Financial Policies Statement: The CAO reports that the contracted services support the mandate in the City’s Financial Policies that the City fully recover costs by allowing the City to pursue reimbursement from the Federal government of all eligible costs related to the COVID­19 emergency. The recommendation of this report is therefore in compliance with the City’s Financial Policies.
