A Consideration and possible action to conduct a public hearing to consider\nadopting Resolution No. 23-02 – A Resolution denying Artesia Enterprises,\nLLC’s appeal of the Planning Commission’s denial of a Notice of\nNonconformity Abatement appeal for automobile sales and automobile\nrepair center on property located at 9103-9115 Artesia Boulevard.\nCEQA: The proposed actions are exempt from environmental review under the\nCalifornia Environmental Quality Act (California Public Resources Code §§ 21000,\net seq., “CEQA”) and CEQA regulations (14 California Code of Regulations\n§§ 15000, et seq.; “CEQA Guidelines”) pursuant to CEQA Guidelines\n§§ 15061(b)(3), 15321(a), and 15378(b)(4-5) because they: do not involve any\ncommitment to a specific project which could result in a potentially significant\nphysical impact on the environment, and it can be seen with certainty that there is\nno possibility that such action may have a significant effect on the environment;\ninvolve an enforcement action of a specific use on the Property; and do not\nconstitute a “project” requiring environmental review.\nRecommendation to City Council: 1) Open the public hearing, take testimonial and\ndocumentary evidence and, after considering the evidence, adopt Resolution\nNo. 23-02 denying the appeal; or 2) Alternatively, discuss and take other action\nrelated to this item.
