(20) 24­0190 PUBLIC SAFETY COMMITTEE REPORT relative to acceptance of the Fiscal Year 2022 (FY 22) Assistance for Firefighters Grant (AFG) Program award. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. NOTE and FILE the Board of Fire Commissioners report dated February 20, 2024, attached to Council file No. 24­0190. 2. AUTHORIZE the Fire Chief, Los Angeles Fire Department (LAFD), or designee, to accept the Federal Emergency Management Agency (FEMA) FY 22 AFG Program award in the amount of $1,851,100 for the performance period from September 12, 2023 through-September 2025, and any extension of the performance period granted by FEMA; and, to execute any documents or 1. AUTHORIZE the Fire Chief, Los Angeles Fire Department (LAFD), or designee, to accept the Federal Emergency Management Agency (FEMA) FY 22 AFG Program award in the amount of $1,851,100 for the performance period from September 12, 2023 through September 11, 2025, and any extension of the performance period granted by FEMA; and, to execute any documents or agreements necessary to accept the grant on the City's behalf. 3. AUTHORIZE the LAFD to expend funds in the amount of $1,851,100 from LAFD Fund No. 44R/38, Account No. 3844RA, for the purchase of automatic chest compression devices and accessories in accordance with the FY 22 AFG Program award. 4. AUTHORIZE the Controller to: a. Deposit reimbursement grant funds up to $1,609,652.17 from the FY 22 AFG Program into Fund No. 335/38, account number to be determined. b. Transfer up to $1,609,652.17 from the LAFD Fund No. 335/38, account number to be determined, to Fund No. 44R/38, Account No. 3844RA. 5. AUTHORIZE the LAFD to prepare Controller instructions for any technical adjustments, subject to the approval of the City Administrative Officer (CAO); and, AUTHORIZE the Controller to implement the instructions. Fiscal Impact Statement: The CAO reports that approval of the recommendations within the report will allow for the acceptance of the FEMA FY 22 AFG Program award in the amount of $1,851,100, to procure 107 Automatic Chest Compression Devices, with a performance period from September 12, 2023 through September 11, 2025. The FY 22 AFG Program award requires a match of $241,447.83 from the LAFD, which will be absorbed through existing funds in the LAFD’s budget. The LAFD will seek reimbursements up to $1,609,652.17 from FEMA in accordance with the FY 22 AFG Program. Financial Policies Statement: The CAO reports that approval of the recommendations within the report are in compliance with the City’s Financial Policies in that all grant funds will be utilized to fund grant activities.
