(23) 22­0394­S1 ADMINISTRATIVE and CATEGORICAL EXEMPTION and TRADE, TRAVEL AND TOURISM COMMITTEE REPORT relative to a Change Order to a Contract with Hensel Phelps Construction Co. to provide the Transportation Security Administration Checked Baggage Inspection System with safety improvement scope on the Terminal 5 Computer Tomography X­ray Recapitalization Project at the Los Angeles International Airport (LAX). Recommendations for Council action: 1. ADOPT the determination by the Board of Airport Commissioners (BOAC) that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2(f) and Article III, Class 1(1) of the Los Angeles City CEQA Guidelines. 2. APPROVE Change Order 6 to Contract DA­5507 with Hensel Phelps Construction Co., to provide the Transportation Security Administration Checked Baggage Inspection System with safety improvement scope on the Terminal 5 Computer Tomography X­ray Recapitalization at- LAX, in amount of $1,055,669, Project for total contract value of $218,364,205. 1. ADOPT the determination by the Board of Airport Commissioners (BOAC) that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2(f) and Article III, Class 1(1) of the Los Angeles City CEQA Guidelines. 2. APPROVE Change Order 6 to Contract DA­5507 with Hensel Phelps Construction Co., to provide the Transportation Security Administration Checked Baggage Inspection System with safety improvement scope on the Terminal 5 Computer Tomography X­ray Recapitalization Project at LAX, in amount of $1,055,669, for total contract value of $218,364,205. 3. CONCUR with the March 21, 2024 BOAC action, by BOAC Resolution No. 27924, authorizing the Chief Executive Officer, Los Angeles World Airports (LAWA), or designee, to execute Change Order 6 to Contract DA­5507 with Hensel Phelps Construction Co. Fiscal Impact Statement: The BOAC reports that there is no impact to the General Fund. The City Administrative Officer reports that approval of Change Order No. 6 will increase the existing baseline budget to Contract DA­5507 with Hensel Phelps Construction Co. by $1,055,669, from $45,373,372 to $46,437,041. This action will augment the contract value of the primary Terminal 5 Computer Tomography X­ray Recapitalization Project from $217,308,536 to $218,364,205. The T5 CTX Recapitalization Project is programmed in the LAWA’s 2022 Capital Improvement Plan (CIP), which includes hard costs, owner­carried costs, and project contingency. Costs associated with the proposed change order will not result in a net increase to the LAWA’s CIP. LAWA staff requests that capital funds for the proposed change order in the amount of $1,055,669 be appropriated from the LAX Revenue Fund and allocated to WBS 1.22.04A­700 (T5 CTX Recapitalization), bringing the total amount of appropriations for this project to $46,437,041. The recommended actions comply with the LAWA’s adopted Financial Policies. The proposed change order will have no impact on the City’s General Fund.
