(10) 240996 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to the City of Los Angeles funded Time Limited Subsidies (TLS) for individuals experiencing homelessness to lease marketrate housing units, providing lowbarrier subsidies that allow individuals to move into permanent housing while receiving case management services to further stabilize them. Recommendations for Council action, pursuant to Motion (Raman – Hernandez): 1. REQUEST the Los Angeles Homeless Services Authority (LAHSA), - October 1, 2024 - (10) 240996 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to the City of Los Angeles funded Time Limited Subsidies (TLS) for individuals experiencing homelessness to lease marketrate housing units, providing lowbarrier subsidies that allow individuals to move into permanent housing while receiving case management services to further stabilize them. Recommendations for Council action, pursuant to Motion (Raman – Hernandez): 1. REQUEST the Los Angeles Homeless Services Authority (LAHSA), in consultation with service providers, to report to Council within 30 days with strategies for improved utilization and/or reallocation for more efficient mechanisms to permanently house individuals, including: a. Existing pathways to match people experiencing homelessness with TLS. b. How County of Los Angeles funding is applied towards TLS utilized by people experiencing homelessness in the City of Los Angeles. c. Barriers to full utilization of funded TLS slots. d. A strategy to hire, train and retain case managers to support Housing Navigation and TLS programming across the City. e. A largescale strategy to find TLSfriendly landlords, removing the burden of unit identification from individual case managers/people experiencing homelessness. 2. REQUEST the LAHSA to report to Council on a biweekly basis regarding: a. Status of TLS and Housing Navigation case management staffing across all programs. b. Rates of TLSmatched participants in interim housing, broken down by site. c. Average length of time from TLS referral, to enrollment, to leaseup. d. Current underspends in TLS, and expected utilization rate by the end of the year. e. Exits from TLS, including natural conclusion of subsidy term. - October 1, 2024 - b.
