(25) 240994 CD 10 PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT relative to preparing a report with recommendations regarding the Department of City Planning (DCP) Letter of Compliance issued on August 9, 2024, which determined that the proposed 100 percent affordable housing project located at 3810 3814 West Adams Boulevard in Council District 10 is exempt from discretionary review; and, therefore, qualifies for ministerial review under the Mayor’s Executive Directive 1 (ED 1), as revised on July 1, 2024, which does not allow ED 1 projects to be located in a Historic Preservation Overlay Zone (HPOZ), inasmuch as the proposed project is located in a HPOZ adjacent to historic homes and churches. Recommendation for Council action, pursuant to Motion (Hutt Blumenfield): INSTRUCT the DCP, in consultation with the City Attorney, to prepare a report with recommendations posthaste relative to its Letter of Compliance issued on August 9, 2024, which determined that the proposed 100 percent affordable housing project located at 3810 3814 West Adams Boulevard, Los Angeles, California 90018 (Case No. ADM 20242920DBVHCAED1), is exempt from discretionary review; and, therefore, qualifies for ministerial review under the Mayor’s ED 1, as revised on July 1, 2024, which does not allow ED 1 projects to be located in a HPOZ, inasmuch as the proposed project is located in a HPOZ adjacent to historic homes and churches. Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report. Community Impact Statement: Yes For if Amended: United Neighborhoods Neighborhood Council - October 1, 2024 - revised on July 1, 2024, which does not allow ED 1 projects to be located in a HPOZ, inasmuch as the proposed project is located in a HPOZ adjacent to historic homes and churches.
