(4) 23­0804 CIVIL RIGHTS, EQUITY, IMMIGRATION, AGING AND DISABILITY and HOUSING AND HOMELESSNESS COMMITTEES’ REPORT relative to the current identified needs and projected impact of anticipated funding cuts to the Survivor Services System, and identification of resources to support survivor services, and related matters. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1.  AUTHORIZE the General Manager, Community Investment for Families Department (CIFD), or designee, to negotiate and execute a subrecipient contract with LIFT, Inc. in an amount of up to $1,500,000 from the HOME American Rescue Plan Fund (ARP), Fund No. 65M, Account No. 43VB84, to provide technical assistance on financial coaching to the Survivor Services System providers and FamilySource Centers, which will result in direct service to eligible households for the period of July 1, 2024, to June 30, 2026, including an option to amend the contract for one additional one­year term through June 30, 2027, subject to the approval of the Mayor and the City Council, and the City Attorney as to form. 2.  INSTRUCT the General Manager, CIFD, or designee, to ensure compliance with any amendment or notification requirements to the United States Department of Housing and Urban Development (HUD) for the HOME ARP Program. 3 INSTRUCT the CIFD in coordination with the Los Angeles - October 1, 2024 - 30, 2026, including an option to amend the contract for one additional one­year term through June 30, 2027, subject to the approval of the Mayor and the City Council, and the City Attorney as to form. 2.  INSTRUCT the General Manager, CIFD, or designee, to ensure compliance with any amendment or notification requirements to the United States Department of Housing and Urban Development (HUD) for the HOME ARP Program. 3.  INSTRUCT the CIFD, in coordination with the Los Angeles Homeless Services Authority (LAHSA), the Los Angeles Domestic Violence Alliance, and other relevant partners, to develop and implement a training program based on the intersection between homelessness and domestic violence and human trafficking survivors to be provided to all City­funded homelessness providers. 4.  INSTRUCT the CIFD, in coordination with LAHSA, the Los Angeles Domestic Violence Alliance, and other relevant partners, to implement the Reserved Coordinated Entry System Shelter Beds for survivors fleeing violence. 5.  INSTRUCT the CIFD, in coordination with LAHSA, the Los Angeles Domestic Violence Alliance, and other relevant partners, to implement the Reserved Motel Vouchers to support women and LGBTQIA+ survivors. 6.  AUTHORIZE the General Manager, CIFD, or designee, to prepare Controller instructions and/or make any technical adjustments that may be required and are consistent with the intent of this action with the approval of the City Administrative Officer; and, AUTHORIZE the Controller to implement these instructions. Fiscal Impact Statement: The CIFD reports that they were directed to report on strategies to enhance services for survivors and identify resource needs to implement such strategies. The service enhancements discussed and outlined in the body of the CIFD report dated April 26, 2024, attached to the Council file, represent a need for an increase of $6,230,809 in funding for Fiscal Year 2024­25, as shown in Table 1 of said CIFD report. This amount is in addition to the anticipated State of California Family Homelessness Challenge grant and HUD HOME­ARP funds already identified to strengthen the continuum of care for survivors. Further, the projected reduction of $6.5 million in Victims of Crime Act (VOCA) funding detailed in said CIFD report brings additional financial constraints to the vastly underfunded Survivor Services System. A total of $12.7 million in additional funding would need to be identified in order to both absorb the VOCA funding reductions and expand services for homeless survivors. Unless other funding sources are identified, approval of the recommendations in said CIFD report will impact the General Fund, in an amount to be determined by the Council and with the Mayor's concurrence. - October 1, 2024 - g said CIFD report. This amount is in addition to the anticipated State of California Family Homelessness Challenge grant and HUD HOME­ARP funds already identified to strengthen the continuum of care for survivors.
