(7) 21­1187­S3 CIVIL RIGHTS, EQUITY, IMMIGRATION, AGING AND DISABILITY COMMITTEE REPORT relative to amending the Los Angeles Reforms for Equity and Public Acknowledgment of Institutional Racism (REPAIR) Participatory Budgeting Grant Guidelines for Proposers; and, ways to make the grant process more equitable for local, community­based organizations. Recommendations for Council action, pursuant to Motion (Padilla, Rodriguez – de León): 1.  INSTRUCT the Civil+ Human Rights and Equity Department (CHRED) to amend the Los Angeles REPAIR Participatory Budgeting Grant Guidelines for Proposers to require that future programs and/or projects emanate from within the boundaries of each respective REPAIR Zone. 2.  INSTRUCT the CHRED to report to Council on ways to make the grant process more equitable for local, community­based organizations that exist within Los Angeles REPAIR Zones to participate, with particular attention to ensuring that smaller organizations, which may face barriers due to their size, capacity, or resources have a fair and accessible opportunity to apply for and - October 1, 2024 - 1.  INSTRUCT the Civil+ Human Rights and Equity Department (CHRED) to amend the Los Angeles REPAIR Participatory Budgeting Grant Guidelines for Proposers to require that future programs and/or projects emanate from within the boundaries of each respective REPAIR Zone. 2.  INSTRUCT the CHRED to report to Council on ways to make the grant process more equitable for local, community­based organizations that exist within Los Angeles REPAIR Zones to participate, with particular attention to ensuring that smaller organizations, which may face barriers due to their size, capacity, or resources, have a fair and­accessible· opportunity to apply for and secure grant funding.
