(15) 241275 CD 4 EXEMPTION and NEIGHBORHOODS AND COMMUNITY ENRICHMENT COMMITTEE REPORT relative to the proposed contract with Outward Bound Adventures, Inc. for the completion of an Oak Woodland Restoration and Career Pathways Project (Project) at the Los Angeles Zoo. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. FIND that pursuant to the California Environmental Quality Act Guidelines Section 15162 and 15164, the City has determined that the Project is not a substantial change to the Project approved on August 2 2023 through Council file No 210828 and analyzed in j g j pp August 2, 2023 through Council file No. 210828, and analyzed in the certified Los Angeles Zoo Vision Plan Environmental Impact Report (EIR) or in the circumstances under which the Project is undertaken that indicates any new or substantially increased significant impact, and there is no new information that shows a new or substantially increased significant impact or any new feasible mitigation measures or alternatives that were not previously considered, and that no changes or additions to the EIR, and no subsequent or supplemental EIR, are necessary. 2. AUTHORIZE the General Manager, Zoo Department, or designee, to: a. Execute the proposed contract with Outward Bound Adventures, Inc. for the completion of the Project at the Los Angeles Zoo, for a term beginning on January 30, 2024 through March 31, 2028, for a contract amount of $175,000, subject to review by the City Attorney as to form. b. Accept the grant funding from the Wildlife Conservation Board on a reimbursement basis and deposit reimbursements into the Zoo Enterprise Trust Fund. c. Prepare Controller instructions for any technical adjustments that are consistent with Mayor and Council actions, subject to the approval of the City Administrative Officer (CAO); and, authorize the Controller to implement these instructions. Fiscal Impact Statement: The CAO reports that funding is available in the Zoo Department’s Fund No. 100/87, Account No. 1070, Salaries, As Needed, for annual salary costs and will be fully reimbursed by the Wildlife Conservation Board. There is no additional impact on the General Fund. Financial Policies Statement: The CAO further reports that the recommendations included in this report comply with the City’s Financial Policies.
