(19) 241183 CD 5 NEIGHBORHOODS AND COMMUNITY ENRICHMENT COMMITTEE REPORT relative to a proposed agreement with the Holmby Park Lawn Bowling Club (HPLBC) for its nonexclusive use of the lawn bowling greens and community building at Holmby Park, located at 646 Comstock Avenue. Recommendations for Council action: 1. AUTHORIZE the Board of Recreation and Park Commissioners (Board), or designee, to execute the proposed agreement between the Department of Recreation and Parks (RAP) and the HPLBC for its nonexclusive use of the lawn bowling greens and community building at Holmby Park, located at 646 Comstock Avenue, Los g g y building at Holmby Park, located at 646 Comstock Avenue, Los Angeles, California 90024, for the continued operation of public recreational lawn bowling programs and related activities, for a term of five years upon the execution of the agreement, with one fiveyear option to renew, subject to review and approval of the City Attorney as to form. 2. REQUEST the Board, or designee, attach the Standard Provisions for City Contracts (Rev. 6/24 )[v.1] to the proposed agreement before execution; and, verify receipt of the Equal Benefits and First Source Hiring Ordinances by the Bureau of Contract Administration. Fiscal Impact Statement: The CAO reports that the agreement will have no adverse fiscal impact on the RAP General Fund, as the HPLBC is a self sustaining program, and events and activities are funded through HPLBC dues and private donations, at no cost to RAP. Further, HPLBC's payment of Cost Recovery Reimbursement fees will support RAP’s maintenance budget for Holmby Park. Financial Policies Statement: The CAO further reports that the action recommended in its September 10, 2024 CAO report, attached to the Council File, complies with the City's Financial Policies as there is no cost to the City associated with the proposed agreement.
