(28) 23­1352­S1 ENERGY AND ENVIRONMENT COMMITTEE REPORT relative to denying any further requests from the Pacific Coast Energy Company, LP to initiate a new franchise agreement for the transport of oil/gas through pipeline infrastructure connected to the West Pico Drill Site, and related matters. Recommendation for Council action, as initiated by Motion (Yaroslavsky – Harris­Dawson): REQUEST the Board of Public Works to deny any further requests from the Pacific Coast Energy Company, LP to initiate a new franchise agreement for the transport of oil/gas through pipeline infrastructure connected to and exclusively serving the West Pico Drill Site, including denying the renewal of any "carryover" status for these agreements; and, act immediately to affirmatively terminate the expired franchise agreements for pipelines serving this site.
