(67) 241119 COMMUNICATIONS FROM THE CITY ADMINISTRATIVE OFFIVER (CAO) and THE MAYOR relative to accepting the $2.4 million 202425 Juvenile Justice Crime Prevention Act (202425 JJCPA) grant award from the County of Los Angeles Probation Department (County). A. COMMUNICATION FROM THE CAO A. COMMUNICATION FROM THE CAO Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. NOTE AND FILE the Mayor’s Office of GRYD report dated September 17, 2024. 2. AUTHORIZE the Mayor or designee to: a. Accept the 202425 JJCPA grant in the amount of $2,400,000 from the County to support the Juvenile ReEntry Partnership Program for the performance period from July 1, 2024 through June 30, 2025. b. Submit any other necessary agreements and documents relative to the implementation of the program, subject to the review and approval of the City Attorney as to form and legality. 3. APPROVE the Memorandum of Understanding (MOU) attached to the Communication from the Mayor dated September 17, 2024, attached to Council file No. 241119; and, AUTHORIZE the Mayor, or designee, to execute the MOU between the City and the County for the period July 1, 2024 through June 30, 2025 for the Juvenile Re Entry Partnership Program (ReEntry Program). 4. APPROVE the funding allocation of the 202425 JJCPA grant award to implement the ReEntry Program for the period retroactive to July 1, 2024 through June 30, 2025 as outlined in the table contained in Recommendation No. 4 of the CAO report dated October 25, 2024, attached to Council file No. 241119. 5. REQUEST the Mayor’s Office of Gang Reduction and Youth Development (GRYD) to report to Council the results of the Request for Proposals with selected contractor(s) and funding recommendations for juvenile reentry services. 6. REQUEST the Controller to: a. Establish a new interestbearing fund entitled, “202425 Juvenile Justice Crime Prevention Act (202425 JJCPA) Grant Fund” No. XXX/46, for the receipt and disbursement of 2024 25 JJCPA grant funds, to be administered by the Mayor. b. Establish new appropriation accounts within the 202425 JJCPA Grant Fund No. XXX/46 as outlined in the table contained in Recommendation No. 6.b of the CAO report dated October 25, 2024, attached to the Council file. c. Increase appropriations in the amount of $190,713.10 within the Mayor’s Fund No. 100/46, Account No. 001020, Grant Reimbursed for the reimbursement of grantfunded salary costs. d. Transfer $96,786.90 from the 202425 JJCPA Grant Fund No. XXX/46, Account No. 46A299 to the Mayor’s Fund No. 100/46, Revenue Source Code No. 5346 for the reimbursement of grantfunded fringe benefits. 7. AUTHORIZE the Mayor, or designee, to prepare Controller instructions and/or make technical adjustments as necessary to implement the actions approved by the Mayor and Council, subject to the approval of the CAO; and, REQUEST the Controller to implement the instructions. B. COMMUNICATION FROM THE MAYOR Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the Mayor, or designee, to: a. Accept the ReEntry Program award in the amount of up to $2,400,000.00, for the agreement period of July 1, 2024 through June 30, 2025, and any other necessary agreements and documents relative to the grant award. and documents relative to the grant award. b. Negotiate and execute contracts with five (5) community based organizations to provide Juvenile Reentry Services in the City, for a term of 12 months within the performance period of the grant, in a total amount not to exceed $1,912,500.00 subject to the approval of the City Attorney as to form and legality and compliance with City contracting requirements. 2. AUTHORIZE the Controller to: a. Establish a new fund entitled “2425 JJCPA.” Recognize a receivable in the amount of $2,400,000.00 within the 2425 JJCPA grant, Fund No. XXX/46; expend funds upon presentation and proper demand from the Mayor, or designee, and establish appropriation accounts as outlined in the table contained in Recommendation No. 3 of the Communication from the Mayor dated September 17, 2024, attached to the Council file. 3. REQUEST the Controller to: a. Transfer up to $190,713.10 from Fund No. XXX, Account No. 46A146 to the Mayor’s General Fund No. 100/46, Account No. 001020 for reimbursement of grantfunded personnel salaries. b. Transfer up to $96,786.90 from Fund No. XXX, Account No. 46A299 to the Mayor’s General Fund No. 100/46, Account No. 5346 for reimbursement of grantfunded fringe benefits. 4. AUTHORIZE a Reserve Fund Loan in the amount of $1,000,000.00 to support programrelated activities under the 20242025 JJCPA Grant Program; and, AUTHORIZE the Controller to transfer said amount from the Reserve Fund to the Unappropriated Balance Fund No.100/58 and APPROPRIATE therefrom to the 2425 JJCPA Grant Fund No. XXX/46. 5. AUTHORIZE the Mayor, or designee, to prepare Controller instructions and/or make technical adjustments that may be required to implement the actions approved by the Mayor and Council on this matter, subject to the approval of the CAO; and, AUTHORIZE the Controller to implement these instructions Controller to implement these instructions. Fiscal Impact Statement: The CAO reports that there is no additional impact to the General Fund. The proposed grant activities will be funded by the 202425 JJCPA Grant, and the salary costs for the seven positions will be offset by available funds in the Mayor’s 202425 Adopted Budget. There is no match requirement associated with the grant. Financial Policies Statement: The CAO reports that the recommendations in this report are in compliance with the City’s Financial Policies in that all grant funds will be utilized for granteligible activities.
