(20) 25-0274 CD 13 MOTION (SOTO-MARTINEZ - RAMAN) relative to a Street Banner Program celebrating the 43rd Annual Lotus Festival at Echo Park on July 12 and 13, 2025, for the period of May 1 - July 31, 2025. Recommendation for Council action: 1.
