6. Case 25-13 – A General Plan Amendment to Expand the City of Lawndale’s Sphere of Influence Planning Area So\nas to Include a Portion of El Camino Village/Alondra Park Planning Areas of Los Angeles County\n— Recommendation: that the City Council 1.) Conduct a public hearing, receive written and oral testimony, and\napprove the General Plan Amendment (Case 25-13) to expand the City's Sphere of Influence to include a portion of El\nCamino Village/Alondra Park Planning Areas of Los Angeles County; 2.) Find that potential impacts have been\npreviously mitigated through the implementation of the policies of the General Plan as evaluated in the Final\nEnvironmental Impact Report (FEIR) (SCH2022120088) for the 2045 Lawndale General Plan 2045. Therefore, in\naccordance with Section 15164 of the California Environmental Quality Act (CEQA) Guidelines, an addendum to the\npreviously adopted FEIR is the appropriate environmental documentation for the Project. The General Plan\nAmendment is in compliance with CEQA Section 15164 and does not trigger the requirement for preparation of a\nSubsequent EIR pursuant to 15162 of the CEQA Guidelines. Additionally, Section 15601(b)(3) of the CEQA\nGuidelines provides a common sense exemption for projects where it can be seen with certainty that there is no\npossibility of the project having significant impact on the environment; 3.) Adopt Resolution No. CC-2510-049,\napproving a General Plan Amendment; 4.) Direct the City Manager's Office to file an application with the Local\nAgency Formation Commission for the County of Los Angeles; and 5.) Authorize a budget amendment to increase\nCommunity Development Department's Legal Advertisements (279-410-530.500) account by $20,000 to cover the\napplication cost, fees, and submittal requirements.
