ADOPT Resolution No. 2025-[next in order], adopting the Mitigation Monitoring\nand Reporting Program prepared for the Proposed Project pursuant to CEQA and the\nCEQA Guidelines and Certifying the Final Environmental Impact Report (FEIR)\nprepared for the Proposed Project pursuant to CEQA and the CEQA Guidelines;\n2. ADOPT Resolution No. 2025-[next in order] to approve the General Plan\nAmendment (PEN24-0167) and Plot Plan (PEN23-0042); and\n3. INTRODUCE [First Reading] Ordinance No. [next in order] approving Specific\nPlan Amendment (PEN23-0092).
