4.A. Ordinance Establishing Standards and Procedures for Creating Economic Development\nPrograms and Incentives, and Adding Title 17 “Economic Development” to the Brea City Code\n— 1. Waive full reading of and introduce Ordinance No. 1266 titled “An Ordinance of the City\nCouncil of the City of Brea Establishing Standards and Procedures for Creating Economic\nDevelopment Programs and Incentives, and Adding Title 17 “Economic Development” to the\nBrea City Code;\n— 2. Approve a California Environmental Quality Act (CEQA) Exemption Determination; and\n— 3. Schedule adoption of the aforementioned Ordinance at the October 21, 2025 City Council\nmeeting. There is no impact to the General Fund.
