(24)\n15-1138-S42\nHOUSING AND HOMELESSNESS COMMITTEE REPORT and\nTRANSPORTATION COMMITTEE REPORT relative to the feasibility\nof developing affordable housing on the Department of\nTransportation’s (DOT) Parking Lot 701 to address critical housing\nneeds in Council District 11, and the steps needed to create a cohesive\nmobility hub on DOT’s Parking Lot 731.\nA. TRANSPORTATION COMMITTEE REPORT\nRecommendations for Council action, pursuant to Motion (Park –\nNazarian):\n1. INSTRUCT the City Administrative Officer (CAO) to work with\nthe Los Angeles Housing Department and the DOT to prepare a\nreport within 30 days to determine the feasibility of developing\naffordable housing on DOT’s Parking Lot 701 as recommended\nby the Board of Transportation Commissioners (BOTC) and in\norder to address critical housing needs in Council District 11.\n2. INSTRUCT the DOT to report to Council in 60 days regarding\nthe steps needed to create a cohesive mobility hub, inclusive of\ncar share, bike share, micro-mobility, shuttle service, transit\nstore, etc., on DOT Parking Lot 731 as presented in the DOT\nreport dated December 10 2024, attached to the Council\nfile, and unanimously approved by the BOTC.\nB. HOUSING AND HOMELESSNESS COMMITTEE REPORT\nRecommendations for Council action, as initiated by Motion (Park –\nNazarian):\n1. CONCUR with the action taken by the Transportation\nCommittee on February 12, 2025, attached to Council file No.\n15-1138-S42.\n2. REQUEST the City Attorney provide updates to Council on the\nstatus of the legal suits related to DOT’s Parking Lot 731.\nFiscal Impact Statement: Neither the CAO nor the Chief Legislative\nAnalyst has completed a financial analysis of this report.
