(43)\n24-0512-S1\nCOMMUNICATION FROM THE CITY ADMINISTRATIVE OFFICER\n(CAO) relative to the First Amendment to the contract with Clean\nHarbors Environmental Services, Inc. for Routine and Emergency\nResponse Hazardous Waste Management Services.\nRecommendations for Council action:\n1. AUTHORIZE the President, Board of Public Works (Board), or\ntwo members, to execute a First Amendment to Contract No. C145476 with Clean Harbors Environmental Services, Inc. to add\na scope of services for Disaster Recovery Services, include a\nprice schedule of prevailing wage rates for Disaster Recovery\nServices that are limited to a one-year term, from January 22,\n2025 to January 21, 2026, and increase the compensation\namount for the initial five-year contract term by $15,000,000, for\na revised total not-to-exceed amount of $25,000,000 for the\ninitial five years, in substantial conformance with the proposed\namendment, subject to the approval of the City Attorney as to\nform.\n2. INSTRUCT the Bureau of Street Services (BSS) to develop a\nRequest for Proposals for disaster recovery services.\nFiscal Impact Statement: The City Administrative Officer (CAO)\nreports that funding for routine and emergency, non-disaster related\nservices for this contract for this fiscal year is budgeted within the\nBSS Fund No. 100/86, Appropriation Account No. 003040\n(Contractual Services). Any additional costs for disaster related\nservices would have to be absorbed by the BSS or funded by the\n2025 Wildfire Emergency Response and Recovery funds. There may\nbe a potential General Fund impact if the costs exceed the funding\navailable in the BSS Contractual Services Account or there are\nineligible expenses that cannot be reimbursed by the 2025 Wildfire\nEmergency Response and Recovery Wildfire funds. The City’s liability\nis limited to the extent that the Council and Mayor provide an\nappropriation for this purpose.\nFinancial Policies Statement: The CAO reports that approval of the\ncontract complies with the City’s Financial Policies in that contract\nexpenditures will be limited to the use of approved budgeted funds.
