(10)\n24-1137\nPUBLIC SAFETY COMMITTEE REPORT relative to the acceptance of\nthe California Governor's Office of Emergency Services (Cal OES)\nSwift Water/Flood Search and Rescue Training Agreement.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. AUTHORIZE the Fire Chief, Los Angeles Fire Department\n(LAFD), or designee, to accept a Standard Agreement in the\namount of $89,610, for the performance period of March 1,\n2024 through June 30, 2025, as granted by the Cal OES; and,\nAUTHORIZE the Fire Chief, LAFD, or designee, to execute any\ndocuments or agreements necessary to accept the agreement\non the City’s behalf, subject to the approval of the City Attorney\nas to form.\n2. AUTHORIZE the LAFD to deposit the receipt of the Standard\nAgreement funds into Fund No. 335/38, account to be\ndetermined.\n3. AUTHORIZE the LAFD to expend funds up to an amount of\n$89,610 from the LAFD General Fund No. 100/38, Account\n6020 Operating Expense, for consumables, travel expenses\nand student certification fees, in accordance with the Cal OES\nSwift Water/Flood Search and Rescue Training, for the\nperformance period granted by CalOES.\n4. AUTHORIZE the Controller, for reimbursement purposes, to\ntransfer the Standard Agreement funds from Fund No. 335/38,\naccount to be determined, to the following Fund No. 100/38\nsalary accounts: Account No. 001012 (Salaries Sworn), and\nAccount No. 001098 (Overtime Variable Staffing), upon\nsubmission of proper documentation by the LAFD of direct staff\ncosts incurred during the performance period of the Agreement.\n5. AUTHORIZE the LAFD to prepare Controller instructions for any\ntechnical adjustments, subject to approval of the City\nAdministrative Officer (CAO); and, AUTHORIZE the Controller\nto implement the instructions.\nFiscal Impact Statement: The CAO reports that approval of the\nrecommendations in the report will not have an impact on the General\nFund. Anticipated expenditures totaling $89,610, as provided by the\nTraining Agreement with the Cal OES, will be front-funded by the\nLAFD and will subsequently be fully reimbursed by Cal OES upon\nreceipt of expenditures.\nFinancial Policies Statement: The CAO reports that the\nrecommendations provided in the report are in compliance with the\nCity’s Financial Policies, in that all Agreement funding will be utilized\nfor its intended purposes.
