(16)\n25-0002-S85\nRULES, ELECTIONS AND INTERGOVERNMENTAL RELATIONS\nCOMMITTEE REPORT and RESOLUTION and MOTION (McOSKER\n– PARK) relative to establishing the City’s position on Senate Bill (SB)\n34 (Richardson), which emphasizes voluntary agreements among\nports, cities, and the South Coast Air Quality Management District\n(SCAQMD) to advance environmental goals.\nA. RULES,\nELECTIONS\nAND\nINTERGOVERNMENTAL\nRELATIONS COMMITTEE REPORT and RESOLUTION\nRecommendation for Council action, pursuant to Resolution\n(McOsker\n–\nSoto-Martinez),\nSUBJECT\nTO\nTHE\nCONCURRENCE OF THE MAYOR:\nRESOLVE to include in the City’s 2025-26 State Legislative\nProgram SUPPORT for SB 34 (Richardson), which would\nprevent the South Coast Air Quality Management District from\nimposing a cap on cargo throughput or cruise ship passengers\nat the Ports of Los Angeles and Long Beach as part of an action\nto impose a new emissions reduction rule or regulation.\nB. MOTION (McOSKER – PARK)\nRecommendation for Council action, pursuant to Resolution\n(McOsker – Soto-Martinez):\nREQUEST that the Rules, Elections, and Intergovernmental\nRelations Committee Report and Resolution relative to\nestablishing the City’s position on SB 34 (Richardson), Council\nfile No. 25-0002-S85, be placed on the next available Council\nAgenda, unless already considered by the Council before or by\nOctober 7, 2025, for Council consideration inasmuch as SB 34\nis on the Governor’s Desk awaiting a signature, and time is of\nthe essence. The matter was originally scheduled for a Council\nhearing on September 30, 2025, but was removed following the\ntransmittal of a revised agenda.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.
