9.a.\nCONTINUED FROM THE SEPTEMBER 16, 2025, REGULAR CITY\nCOUNCIL AND SUCCESSOR AGENCY MEETING - CONSIDERATION\nOF INTRODUCTION OF FIRST READING OF ORDINANCE NO. 1284,\nAMENDING CHAPTER 2.64 OF THE SOUTH EL MONTE MUNICIPAL\nCODE REGARDING WORKING OUT OF CLASS\nSection 2.64.090 of the South El Monte Municipal Code currently\nauthorizes out-of-class compensation but does not address situations\nwhere greater adjustments are needed to maintain equity and operational\neffectiveness. The proposed amendment introduces a third calculation\nmethod, providing employees in out-of-class assignments with three\nalternative methods to ensure fair compensation.\nRECOMMENDED ACTION: Staff recommends City Council waive first\nreading and introduce Ordinance No. 1284, an amendment to Municipal\nCode Section 2.64.090 authorizing the City Manager, at his discretion, to\napprove a salary increase in excess of five percent (5%) and up to a\nmaximum of ten percent (10%) of an employee’s base salary, when such\nadjustments are in the best interest of the City and consistent with\nbudgetary appropriations.\nGeneral Business Item 9.b. next page.\nGENERAL BUSINESS (CONTINUED)
