5.8 PARKING CITATION PROCESSING AGENCY SERVICES AGREEMENT WITH DATA\nTICKET, INC. (Turner)\nRECOMMENDATION:\n1) Waive competitive informal and formal bidding requirements and\nprocedures set forth in the City of Rancho Santa Margarita Municipal Code\n(RSMMC) Section 3.07.050 and Section 3.07.060 with regard to approval\nof the proposed Parking Citation Processing Agency Services Agreement\nwith Data Ticket, Inc., as it is hereby found and determined, pursuant to\nRSMMC Sections 3.07.070 (7), (9) and (10), that the decision to use and\nrely on the 2020 County of Orange competitive selection process for\nparking citation processing services is appropriate based on the analysis\nand facts provided herein by City staff; and\n2) Approve a proposed Parking Citation Processing Agency Services\nAgreement with Data Ticket, Inc. for parking citation processing services\nfor a maximum contract amount of $250,000 over the initial five (5) year\nterm, commencing on October 11, 2025, and ending on October 10, 2030;\nand\n3) Authorize the City Manager to execute the proposed Parking Citation\nProcessing Agency Services Agreement with Data Ticket, Inc.\nItem No. 5.8
