18.\nAppointment of Lena Shumway as City Clerk and Approval of Employment\nAgreement\na) Determine this action is exempt from the California Environmental Quality Act\n(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA\nGuidelines because this action will not result in a physical change to the\nenvironment, directly or indirectly;\nb) Pursuant to Charter Section 600, appoint Lena Shumway as City Clerk for the\nCity of Newport Beach, effective October 20, 2025; and\nc) Approve and authorize the Mayor and City Clerk to execute an employment\nagreement between the City of Newport Beach and Lena Shumway, subject to\nthe terms and conditions approved by the City Council.\nStaff Report\nAttachment A - Employment Agreement
