12A. ORDINANCE OF THE CITY COUNCIL OF THE CITY OF STANTON, CALIFORNIA,\nADDING CHAPTER 10.38 TO TITLE 10 (VEHICLES AND TRAFFIC) AND AMENDING\nCHAPTER 14.04 (PARK AND PLAYGROUND USE) OF THE STANTON MUNICIPAL\nCODE, REGARDING THE OPERATION OF MOTORIZED WHEELED CONVEYANCES\nIN THE CITY\nElectric bicycles (often referred to as “e-bikes”) and other motorized wheeled\nconveyances have grown significantly in popularity across Orange County in recent\nyears. This increase in popularity has also created public safety concerns and\nenforcement challenges for the City and its residents.\nCurrently, the Stanton Municipal Code does not contain comprehensive regulations\ngoverning the use of electric bicycles or other similar devices, such as motorized\nskateboards, mini motorbikes, or other electric or combustible motorized wheeled\nconveyances. In response to these safety concerns, and consistent with the\nrecommendations of a recent Orange County Grand Jury report highlighting the absence\nof uniform local regulations in Orange County, City staff is proposing the addition of\nChapter 10.38 to the Stanton Municipal Code. A related amendment to Chapter 14.04\n(Park and Playground Use) is also proposed to ensure consistency with the new\nregulations.\nStanton City Council Agenda\nThe proposed ordinance aligns with regulations recently adopted by the City of Anaheim\nand establishes clear operational standards to encourage the safe use of these motorized\nwheeled conveyances. Adoption of this ordinance will also equip the Orange County\nSheriff’s Department with enforceable regulations aimed at enhancing public safety\nthroughout the City while allowing for the responsible use of these devices.\nRECOMMENDED ACTION:\n1. City Council find that the Ordinance is not subject to CEQA pursuant to State CEQA\nGuidelines Sections 15060(c) and 15378(b)(5); and\n2. Introduce, by title only, and waive further reading of proposed Ordinance No. 1165,\nentitled:\n“AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, ADDING CHAPTER 10.38 TO TITLE 10 (VEHICLES AND\nTRAFFIC) AND AMENDING CHAPTER 14.04 (PARK AND\nPLAYGROUND USE) OF THE STANTON MUNICIPAL CODE,\nREGARDING THE OPERATION OF MOTORIZED WHEELED\nCONVEYANCES IN THE CITY OF STANTON”; and\n3. Set the Ordinance for second reading and adoption at the October 28, 2025, regular\nmeeting of the City Council.
