(9)\n23-0831\nCD 11\nGOVERNMENT OPERATIONS COMMITTEE REPORT relative to a\nnon-profit ground lease agreement with the Venice Community\nHousing Corporation (VCHC) to operate a transitional housing site at\n650 Westminster Avenue.\nRecommendations for Council action:\n1. FIND, pursuant to Charter Section 371(e)(10) and Los Angeles\nAdministrative Code Section 10.15(a)(10), that the use of\ncompetitive bidding would be undesirable and impractical for\nthis contract:\na. The VCHC has operated as a trusted partner of the City at\nthis location since 1992, providing essential low income\nhousing and supportive services.\nb. The VCHC’s continued operation ensures stability for\nvulnerable populations and avoids service disruption,\nwhich could result from transitioning to a new provider.\nc. The VCHC’s deep-rooted community engagement, proven\ntrack record, and established infrastructure make them\nuniquely qualified to continue providing these critical\nservices at this site.\n2. AUTHORIZE the General Services Department to negotiate and\nexecute a ground lease agreement based on the revised terms\nand conditions with the VCHC for the use of the City-owned\nlocation at 650 Westminster Avenue, Venice, California 90291,\nunder the terms and conditions as substantially outlined in the\nSeptember 26, 2025 Municipal Facilities Committee (MFC)\nreport, attached to the Council file.\nFiscal Impact Statement: The MFC reports that there is no General\nFund impact as this is a no-cost lease agreement. The VCHC is\nresponsible for tenant improvements, maintenance, repairs, utilities,\nsecurity, and custodial costs.
