(13)\n25-1006\nHOUSING AND HOMELESSNESS COMMITTEE REPORT relative to\nthe feasibility of developing templates or guidelines for simplified\nlandlord notices, and assigning Los Angeles Housing Department\n(LAHD) Enforcement Operations staff to assist small housing providers\nto navigate City processes.\nRecommendations for\n(Yaroslavsky – Padilla):\nCouncil\naction,\npursuant\nto\nMotion\n1. DIRECT the LAHD to report to Council within 90 days on:\na. The feasibility of developing templates or guidelines for\nsimplified landlord notices, to satisfy the notification and\nposting requirements included in the Just Cause, Right to\nCounsel, and Rent Stabilization Ordinances; but that does\nnot compromise language accessibility or tenant access to\nkey information, and could include resources being readily\navailable at other City facilities such as Los Angeles\nPublic Libraries.\nb. The feasibility of assigning current staff within the LAHD’s\nEnforcement Operations to be dedicated to assisting small\nhousing providers who own ten or less units with\nnavigating City processes and compliance with local\nordinances.\n2. DIRECT the Chief Legislative Analyst (CLA), with input from the\nLAHD, to report to Council within 90 days on the feasibility of\ncreating a means-tested deferred maintenance fund for small\nlandlords who can demonstrate real need, along with potential\nfunding sources.\n3. REQUEST the Department of Water and Power to report to\nCouncil within 90 days on all available incentives, rebates, and\ncredits available for small landlords, as well as\nrecommendations for timely and ongoing transmittal of\ninformation.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe CLA has completed a financial analysis of this report.
