8.\nTUESDAY, OCTOBER 21, 2025\nAccess to Medi-Cal and CalFresh at Risk: Preserving Beneficiary\nEnrollment\nRecommendation as submitted by Supervisor Solis: Direct all County\nDepartment Heads to coordinate with the Director of Public Social Services to\ncreate workfare opportunities within each of their current operations and with\ntheir respective community partners, and instruct the Director of Public Social\nServices to report back to the Board in writing in 90 days on the progress in\nexpanding workfare throughout the County. Instruct the Director of Public\nSocial Services, in collaboration with the Directors of Health Services, Public\nHealth, Mental Health, and Homeless Services and Housing, the Interim Director\nof Aging and Disabilities, health care plans, community providers, and other\nrelevant partners to report back to the Board in writing in 90 days on efforts to\nprepare for the development of a verification process that considers the\nfollowing:\nIndividuals that meet work requirement exemptions, with special\nconsideration for individuals that have disabilities, are medically frail,\nhave substance use disorders, disabling mental disorders, and/or have\nother barriers to access, including individuals experiencing\nhomelessness and those with language access needs.\nIndividuals engaging in qualifying activities, such as workfare, community\nservice, volunteering, and enrollment in an education program to meet\nwork requirements.\nIf allowable under the Supplemental Nutrition Assistance Program and\nMedicaid regulations, opportunities to reduce burden for beneficiaries\nand develop a sole verification process that will satisfy verification needs\nfor both CalFresh and Medi-Cal beneficiaries.\nTools, technology, and/or software to develop a database of workfare\nsites and community agencies that allow enrollment into available work\nrequirement activities, and the submission of documents to support the\naccurate and efficient verification process to maximize enrollment of\neligible beneficiaries and simplify and expedite enrollment, transfer, and\nrenewal processes.\nA streamlined background check process that allows work requirement\nactivity partners to verify beneficiary compatibility with their\nDepartment/organization.\nTUESDAY, OCTOBER 21, 2025\nDirect the Acting Chief Executive Officer, through the Legislative Affairs and\nIntergovernmental Relations Branch, in collaboration with the Directors of Public\nSocial Services, Health Services, Public Health, Mental Health, and Homeless\nServices and Housing, and the Interim Director of Aging and Disabilities, to do\nthe following:\nEngage with the State on establishing a flexible and minimally restrictive\nverification process that reduces the burden on CalFresh and Medi-Cal\nbeneficiaries and meets the needs of the County residents and ensures\ncompliance with Federal regulations to avoid jeopardizing Federal\nfunding.\nDevelop a strategy to advocate for technology that supports the\nsubmission of verification documents, helps residents maintain benefits,\nand strengthens program administration. Ensure all tools and related\npolicies comply with Federal law and meet new State requirements to\nprotect eligibility and funding.
