25.\nTUESDAY, OCTOBER 21, 2025\nArrow Highway Traffic Signal Synchronization Program - Rennell Avenue\nto Claremont Boulevard - Mills Avenue Construction Contract\nRecommendation: Adopt a resolution finding that the modification and\nsynchronization of traffic signals in the Cities of Claremont, La Verne, Pomona,\nand San Dimas (1 and 5) is of general County interest and that County aid in\nthe form of Highways-Through-Cities funds in the amount of $2,607,200 shall\nbe provided to the Cities of Claremont, La Verne, Pomona, and San Dimas to\nbe expended in accordance with all applicable provisions of law relating to funds\nderived from the Proposition C Discretionary Grant Fund and Proposition C\nLocal Return Fund. Approve and authorize the Director of Public Works to\nexecute funding cooperative agreements between the County and the Cities of\nPomona and San Dimas to allow the cities to contribute their share of funding to\nthe Arrow Highway Traffic Signal Synchronization Program - Rennell Avenue to\nClaremont Boulevard - Mills Avenue Project (Project). The total Project amount\nis currently estimated to be $3,565,400 with the City of Claremont’s share\nestimated to be $132,500; the City of La Verne’s share estimated to be\n$90,300; the City of Pomona’s share estimated to be $1,256,200; and the City\nof San Dimas’ share estimated to be $2,086,400. The Director of Public Works\nmay execute amendments to the funding cooperative agreements to incorporate\nnecessary programmatic and administrative changes. Funding for the proposed\nProject is available in Proposition C Local Return Fund Fiscal Year 2025-26\nBudget. Approve the proposed Project and adopt the plans and specifications\nthat are on file for the Project at an estimated construction contract amount\nbetween $1,600,000 and $2,400,000. Advertise for bids to be received before\n11:00 a.m. on November 18, 2025. Find pursuant to California Public Contract\nCode, Section 3400 (b), that it is necessary to specify the designated items by\nspecific brand name in order to match other products already in use on a\nparticular public improvement either completed or in the course of completion.\nFind that the proposed Project is exempt from the California Environmental\nQuality Act. Authorize the Director to take the following actions: (Department\nof Public Works) ADOPT 4-VOTES\nDetermine whether the bid of the apparent responsible contractor with\nthe lowest apparent responsive bid is, in fact, responsive and, if not\nresponsive, determine which apparent responsible contractor submitted\nthe lowest responsive bid.\nTUESDAY, OCTOBER 21, 2025\nAward and execute a construction contract for the Project to the\nresponsible contractor with the lowest apparent responsive bid within or\nless than the estimated cost range or that exceeds the estimated cost by\nno more than 15%, if additional and appropriate funds have been\nidentified.\nExtend the date and time for the receipt of bids; allow substitution of\nsubcontractors and relief of bidders; approve and execute change orders\nwithin the same monetary limits delegated to the Director; accept the\nProject upon its final completion; and release retention money withheld.\n(25-5453)\nBoard Letter
