(21)\n25-0600-S124\nEXEMPTION, HOUSING AND HOMELESSNESS COMMITTEE\nREPORT and ORDINANCE FIRST CONSIDERATION relative to\ndissolving the Affordable Housing Commission (AHC) and amending\ncertain Los Angeles Administrative Code (LAAC) and Los Angeles\nMunicipal Code (LAMC) provisions to transfer the AHC’s former\nfunctions to the Rent Adjustment Commission (RAC) and to make\nother technical changes.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. DETERMINE, based on the whole of the administrative record,\nthat the adoption of the accompanying ORDINANCE dated\nAugust 7, 2025, is exempt from the California Environmental\nQuality Act (CEQA) under Section 15061(b)(3) of the State\nCEQA Guidelines and Article II, Section 1 of the City CEQA\nGuidelines, because “it can be seen with certainty that there is\nno possibility that the activity in question may have a significant\neffect on the environment.”\n2. PRESENT and ADOPT the accompanying ORDINANCE, dated\nAugust 7, 2025, relative to dissolving the AHC and amending\ncertain LAAC and LAMC provisions to transfer the AHC’s former\nfunctions to the RAC, and to make other technical changes\nFiscal Impact Statement: None submitted by the City Attorney. Neither\nthe City Administrative Officer nor the Chief Legislative Analyst has\ncompleted a financial analysis of this report.
