13.\nTUESDAY, OCTOBER 21, 2025\nAltadena Wildfire Recovery Infrastructure Financing District Resolution\nRecommendation: Adopt a resolution providing Board's approval to establish,\nform, and participate in the Altadena Wildfire Recovery Infrastructure Financing\nDistrict (District) (5). Authorize the establishment of the Governing Board-Public\nFinancing Authority (PFA) for the District. The PFA’s membership will consist of\nthe Supervisor from the Fifth Supervisorial District, two other Supervisors, and\ntwo members of the public. Direct the Acting Chief Executive Officer to prepare\namendments to Board Policy No. 3.106 on Evaluating Tax Increment Financing\nDistricts that address best practices and appropriate policies for\ndisaster-related infrastructure financing districts and submit the amendments to\nthe Audit Committee for consideration within 180 days.
