5.\nEnhancing Coastal Access: The Marvin Braude Bike Path Realignment at\nDockweiler Beach\nRecommendation as submitted by Supervisor Mitchell: Approve the Marvin\nBraude Bike Path at Dockweiler Beach Off-System Project, January 8, 2023\nWinter Storm (Project) and authorize the Director of Public Works, acting as\nthe Road Commissioner, to adopt the plans and specifications and advertise for\nbids at an estimated construction contract amount between $1,300,000 and\n$2,000,000 for the Project. The Project will be funded from the Second\nSupervisorial District Transportation Improvement Program in the Proposition C\nLocal Return Fund with no impact to the County General Fund. Find that the\nproposed Project is exempt from the California Environmental Quality Act.\nAuthorize the Director, acting as the Road Commissioner, to take the following\nactions:\nAdvertise for bids when ready to advertise the Project.\nDetermine whether the bid of the apparent responsible contractor with\nthe lowest apparent responsive bid for the Project is in fact responsive\nand if not responsive, determine which apparent responsible contractor\nsubmitted the lowest responsive bid.\nAward and execute a construction contract for the Project with the\napparent responsible contractor with the lowest apparent responsive bid\nwithin or less than the estimated cost range.\nExtend the date and time for the receipt of bids; allow substitution of\nsubcontractors and relief of bidders; approve and execute change orders\nwithin the same monetary limits delegated to the Director; accept the\nProject upon its final completion; and release retention money withheld.\n(25-5411)\nMotion by Supervisor Mitchell\nMotion by Supervisor Mitchell (Updates Following Cluster)
