21.\nTUESDAY, OCTOBER 21, 2025\nSubstance Use Supportive Services Master Agreements\nRecommendation: Authorize the Director of Public Health to execute substance\nuse supportive services Master Agreements (MAs) with qualified vendors\nselected under a competitive solicitation process effective upon execution\nthrough June 30, 2030. Execute additional MAs during the ensuing period with\nadditional qualified vendors that submit a Statement of Qualifications (SOQ)\nwhich meets the requirements as outlined in the Request for Statement of\nQualifications (RFSQ) for substance use supportive services released on March\n21, 2025. Authorize the Director of Public Health to take the following actions:\n(Department of Public Health) APPROVE\nExecute amendments to the MAs that extend the term up to an additional\nfive years, through June 30, 2035; extend the term, if a Master\nAgreement Work Order (MAWO) executed prior to the expiration of the\nMA has an expiration date later than the MA's expiration date; add\nadditional service categories as a result of a contractor submitting an\nadditional SOQ as outlined in the RFSQ; and update the MAs terms and\nconditions.\nExecute competitively solicited MAWOs for services performed under the\nMAs at amounts to be determined by the Director. Annually, the Director\nwill provide the Board with a report listing all executed MAWOs by\ncontractor, including the award amount for each MAWO and the\ncumulative amount awarded to each contractor.\nExecute administrative amendments to the MAWOs that extend the term,\nat amounts to be determined by the Director, contingent upon the\navailability of funds and contractor performance; allow the rollover of\nunspent MAWO funds, if allowable by the grantor; provide an increase or\ndecrease in funding above or below the annual base maximum obligation;\nand allow revisions to the statement of work, scope of work, and/or work\nplans, effective upon execution or beginning of applicable period.\nExecute change notices to the MAWOs for modifications to the budget\nwith corresponding modifications to the statement of work, scope of\nwork, and/or work plan, as necessary, modifications to the contractor’s\nor County’s administration, and changes to hours of operation and/or\nservice locations.\nTUESDAY, OCTOBER 21, 2025\nImmediately suspend or terminate any MA or MAWO upon issuing a\nwritten notice to the contractor(s) if the contractor(s) fail to fully comply\nwith contractual requirements and to terminate MAs or MAWOs for\nconvenience by providing a 30-calendar day advance written notice to\ncontractor(s).
