17. \nRecommendation to request City Manager to work with all appropriate\ndepartments including City Attorney’s Office, Public Works, Parks, Recreation and\nMarine, Police Department, Fire Department, and Los Angeles County Department\nof Public Works (or other necessary party in LA County jurisdiction) to develop a\npublic safety initiative and amendments to the Long Beach Municipal Code which\nwould provide local safety regulations related to e-bike usage within the city’s\npublic right-of-ways and the Los Angeles County river paths along the Long Beach\ncity limits;\nThis initiative is to outline clear operating rules which should include, but not be\nlimited to:\n• Designated permissible and prohibited areas for e-bike use;\n• Speed limits;\n• Prohibition of unsafe riding behaviors such as operating an e-bike under the\ninfluence, multiple passengers, towing onto other vehicles, “flocking”, riding\nagainst the flow of traffic and/or in between vehicles;\n• Helmet use;\n• Age limits;\n• Safety trainings and public education programs to promote the safe use,\nmaintenance, and storage of e-bikes;\n• Balanced enforcement tools and penalties; and\nRequest City Manager return to City Council within 90 days with a memo and a\nstaff presentation on recommendations for the proposed initiative to further\ndeliberate and reach a consensus on e-bike safety regulations for City Attorney’s\noffice to codify.
