Item 330:\nFY 2024 Annual Report on Development Impact Fees and Other City Planning\nManaged Funds with Various CIP Allocations.\nThis item will be considered in the afternoon session which is scheduled to begin at\n2:00 p.m.\nTotal Estimated Cost of Proposed Action and Funding Source:\nThe approval of this item authorizes an increase to Capital Improvement Projects, not-toexceed the following amounts: $500,000 toward CIP S16032 Solana Highlands Park,\n$100,000 toward CIP S16038 Carmel Grove Park, $100,000 toward CIP S16033 Carmel\nKnolls Park, $300,000 toward CIP S16034 Carmel Del Mar Park, $200,000 toward CIP\nS16035 Sage Canyon Park, and $10,974,527 toward CIP P26002 Del Mar Mesa Resource\nMgmt Trails.\nCouncil District(s) Affected: Citywide.\nProposed Actions:\nSubitem-A: (R-2026-136)\nResolution accepting the Development Impact Fees Fiscal Year 2024 Annual Report and\nmaking findings related to unexpended balances as required by California Government\nCode sections 66001 and 66006.\nSubitem-B: (R-2026-137)\nResolution creating a Capital Improvement Project for resource management trails in Del\nMar Mesa.\nSubitem-C: (R-2026-138)\nResolution approving the allocation of Development Impact Fees to five Capital\nImprovement Projects in Carmel Valley and one Capital Improvement Project in Del Mar\nMesa.\nCommittee Actions Taken:\nThis item was heard at the Active Transportation and Infrastructure Committee on\nSeptember 18, 2025.\nACTION: Motion by Vice Chair Lee, second by Chair Whitburn, to recommend Council\napproval of staff's proposed actions.\nVOTE: 4-0; Whitburn-yea, Lee-yea, Foster III- yea, von Wilpert-yea.\nPlanning: Breanne Busby, (619) 533-3710\nCity Attorney Contact: Noah Brazier
