H.\nConsideration of Certification of an Environmental Impact Report,\nAdoption of Resolution approving Amendments to the Housing Element\nof the Seal Beach General Plan for the 2021-2029 (6th Cycle) Planning\nPeriod, Adoption of Ordinances Amending Zoning Code, Zoning Map,\nand the Main Street Specific Plan, and Adoption of a Resolution Finding\nthat the 2021-2029 Housing Element Update and Related Zoning Code\nAmendment and Main Street Specific Plan Amendment are Consistent\nwith the Purposes of the State Aeronautics Act, and Overruling the\nOrange County Airport Land Use Commission’s Determination that the\nHousing Element Update and Related Zoning Code Amendment and\nMain Street Specific Plan Amendment are Inconsistent with the 2017\nAirport Environs Land Use Plan - That the City Council: 1. Conduct the\npublic hearing; and, 2. Adopt Resolution 7705 Certifying the Final\nEnvironmental Impact Report and adopting Findings of Fact, Statement of\nOverriding Considerations, and Mitigation Monitoring and Reporting Program\nunder the California Environmental Quality Act for the 2021-2029 (6th Cycle)\nHousing Element Update, and Amendments to the Zoning Code, Zoning Map\nand Main Street Specific Plan; and, 3. Adopt Resolution 7706 adopting th\n2021-2029 Housing Element Update; and,4. Introduce, waive full reading, and\nread by title only Ordinance 1721 amending Title 11 (Zoning Code) of the Seal\nBeach Municipal Code to establish the Mixed Commercial/Residential HighDensity Zone and related development standards (Housing Element\nImplementation Program); and, 5. Introduce, waive full reading, and read by\ntitle only Ordinance 1722 amending the official Zoning Map of the City of Seal\nBeach (Housing Element Implementation Program); and, 6. Introduce, waive\nfull reading and read by title only Ordinance 1723 amending the Main Street\nSpecific Plan to allow residential uses subject to limitations (Housing Element\nImplementation Program); and, 7. Adopt Resolution 7707 Finding that:a. The\nSeal Beach General Plan 2021-2029 Housing Element (6th Cycle) is\nConsistent with the Purposes of the State Aeronautics Act and Overruling the\nOrange County Airport Land Use Commission’s Determination that the\nHousing Element is Inconsistent with the 2017 Joint Forces Training Base Los\nAlamitos Airport Environs Land Use Plan. b.The related Amendments to Title\n11 of the Seal Beach Municipal Code (Zoning Code and Zoning Map) are\nConsistent with the Purposes of the State Aeronautics Act and Overruling the\nOrange County Airport Land Use Commission’s Determination that the Zoning\nCode Amendment are Inconsistent with the 2017 Joint Forces Training Base\nLos Alamitos Airport Environs Land Use Plan. c. The related Amendment to\nthe Main Street Specific Plan is Consistent with the Purposes of the State\nAeronautics Act and Overruling the Orange County Airport Land Use\nCommission’s Determination that the Main Street Specific Plan Amendment is\nInconsistent with the 2017 Joint Forces Training Base Los Alamitos Airport\nEnvirons Land Use Plan.
