4.\nAWARD CONTRACT:\nPROFESSIONAL CONSULTING SERVICES FOR\nPREPARATION OF THE CITY’S OFFICIAL REPORTS FOR THE U.S. DEPARTMENT\nOF HOUSING AND URBAN DEVELOPMENT (HUD) – F2M25-43, RFP2M25-11,\nC2M25-50, M2M25-160\nOn July 28, 2025, the City Council authorized staff to issue a Request for Proposals (RFP)\nfor the preparation of Annual Action Plans, Consolidated Annual Performance and\nEvaluation Reports (CAPERs), and professional staff assistance. These are\nadministrative requirements for Community Development Block Grant (CDBG) and HOME\nInvestment Partnerships funds administered by the Department of Housing and Urban\nDevelopment (HUD). Staff contacted six consulting firms specializing in CDBG and HOME\nadministrative support services and received four proposals. After reviewing the\nsubmissions conducting interviews with all the candidates, staff recommends awarding a\ncontract to Veronica Tam and Associates. The City currently contracts with Veronica Tam\nand Associates, a firm with an extensive history working with Alhambra and a strong\nunderstanding of the City’s housing and development priorities.\nRecommended Action:\nCity Council award a three-year contract, subject to final\nlanguage approval by the City Manager and City Attorney, by and between the City of\nAlhambra and Veronica Tam & Associates, for professional services in an amount not to\nexceed $80,100 for the preparation of the City of Alhambra’s Annual Action Plan(s),\nConsolidated Annual Performance and Evaluation Report(s) (CAPER), and professional\nstaff assistance; and, direct staff to undertake the steps necessary to finalize Council’s\naction.
