24.\nFIRST READING OF AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nALHAMBRA, CALIFORNIA, AMENDING CHAPTER 9.18 (SMOKING REGULATED OR\nPROHIBITED) OF THE ALHAMBRA MUNICIPAL CODE TO PROHIBIT SMOKING IN\nMULTI-UNIT RESIDENCES OF FOUR (4) OR MORE UNITS – F2M25-7, O2M25-4852\nOn June 23, 2025, the City Council directed staff to research options for prohibiting\nsmoking in multi-unit residential properties. On September 22, 2025, the City Council\ndirected staff to prepare an ordinance expanding the City’s smoking regulations to include\nmulti-unit residences of four (4) or more units. Council requested that the ordinance\ninclude: A three-year phase-in period for existing units; An emphasis on private\nenforcement; Educational resources for smoking cessation and addiction treatment; and,\nNotification and signage requirements for landlords and homeowners’ associations. Staff\nhas prepared Ordinance No. O2M25-4852 in accordance with Council direction.\nRecommended Action:\nCity Council declare introduced for its first reading the\nfollowing ordinance entitled:\nOrdinance No. O2M25-4852: An Ordinance of the City Council of the City of\nAlhambra, California, Amending Chapter 9.18 (Smoking Regulated or\nProhibited) of the Alhambra Municipal Code to prohibit smoking in multi-unit\nresidences of four (4) or more units\nwhich ordinance will return for a second reading and adoption at the next regular Council\nmeeting.
