18.\nAWARD CONTRACT: GREEN STREET DEMONSTRATION PROJECT ON MAIN\nSTREET – F2M23-56, N2M25-107, C2M25-53, M2M25-169\nOn August 25, 2025, the City Council approved the distribution of Notice Inviting Bids for\nthe Green Street Demonstration Project on Main Street. On October 9, 2025, bids were\nopened by the City Clerk. Eight (8) bids were received, which ranged from the base bid\namount of $6,396,800 to $9,208,985. Sully-Miller Contracting Company, submitted the\nlowest qualified bid at $6,396,800. Staff reviewed the bid submitted by Sully-Miller\nContracting Company, and found it to be in full compliance and conformance with the\nproject’s specifications. The Project includes installation of four (4) drywells north of Main\nStreet on Birch Avenue and Grand Avenue, 20,000 square feet of bioretention areas, and\nplanting 34 new trees along Main Street. Eastbound traffic lanes will be reduced to two (2)\nlanes and parking along the median will be removed.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nSully-Miller Contracting Company, for the Green Street Demonstration Project on Main\nStreet in an amount not to exceed $6,396,800; and, direct staff to undertake the steps\nnecessary to finalize Council’s action.
