16.\nACCEPTANCE OF GRANT FUNDS FROM THE LOS ANGELES METROPOLITAN\nTRANSPORTATION AUTHORITY UNDER MEASURE R FOR PEDESTRIAN\nIMPROVEMENTS – F2M25-18, M2M25-167\nOn March 11, 2024, the City Council adopted the City’s Bicycle and Pedestrian\nImprovement Plan (Plan), which establishes a vision for biking and pedestrian\ninfrastructure and facilitates further planning and funding support for the implementation\nof the City’s active transportation goals. On May 14, 2024, the City formally submitted a\nletter/request to Metro highlighting the City’s interests to reallocate funds toward the\nimplementation of the City’s pedestrian improvements. On July 25, 2024, the LA Metro\nBoard formally took action and approved the reprogramming of Alhambra’s funds. By\nOctober 2024, LA Metro notified the City that the “actual” balance to be reprogrammed\nwas slightly less than the $14.4 million anticipated; the revised value was $14,387,027.50,\nafter adjusting for minor expenses related to the Fremont Avenue Traffic Improvements\nProject in the amount of $12,972.50. Recently, on October 6, 2025, the City received the\nFunding Agreement in the amount of $14,387,027.50 for the City’s Pedestrian\nImprovement Project. The Measure R funds will provide for Project Initiation Document,\nProject Development, Project Approval/Environmental Document, Plans, Specifications,\nand Estimates, and Construction for the City’s priority pedestrian improvements.\nRecommended Action:\nCity Council accept grant funds in the amount of\n$14,387,027.50 from the Los Angeles Metropolitan Transportation Authority (Metro) under\nthe Alhambra Bicycle and Pedestrian Improvement Project, LACMTA Project ID\n#MR1.9.4.01 and FTIP #LAMIPMR141; appropriate $10,950,027.50 in revenues and\nexpenditures under Measure R for the 2024-25, 2025-26, and 2026-27 Fiscal Years, as\nallocated under the grant; authorize the City Manager or designee to execute all\ndocuments related to grant implementation; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action.
