14.\nAWARD CONTRACT: ENGINEERING DESIGN SERVICES FOR PHASE 2 TRAFFIC\nSIGNAL SYNCHRONIZATION PROJECT – ADAPTIVE/TRAFFIC RESPONSIVE\nCONTROL SYSTEMS PROJECT – F2M23-47, RFP2M25-19, C2M25-52, M2M25-166\nOn September 8, 2025, the City Council approved distributing a Request for Proposals for\nthe professional engineering design services for Phase 2 of the Traffic Signal\nSynchronization Project (Adaptive/ Traffic Responsive Control Systems). Staff received\nproposals from four (4) companies. Staff reviewed and evaluated the responding\nproposals and found the proposal submitted by Advantec Consulting Engineers, Inc.\nconforms to the RFP and received the highest rating. Proposals were evaluated based on\nteam qualifications, technical approach, project understanding and experience,\nreferences, and overall completeness and quality.\nRecommended Action:\nCity Council award contract, subject to final language\napproval by the City Manager and City Attorney, to Advantec Consulting Engineers, Inc.\nfor professional engineering design services for Phase 2 of the Traffic Signal\nSynchronization Project (Adaptive/ Traffic Responsive Control Systems), in an amount not\nto exceed $1,701,013.00; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action.
