5.4 ADOPTION OF CLIMATE ACTION AND ADAPTATION PLAN\nACTION:\n1) Approve the final City's Climate Action and Adaptation Plan (CAAP).\n2) Confirm that the CAAP articulates broad policy objectives and potential\noptions to achieve equitable climate action, but does not approve, fund,\nmandate, or authorize implementation of any specific projects or programs.\n3) Confirm that development projects that do not implement programs or\nmeasures discussed in the CAAP will not be deemed inconsistent with the\nCAAP; rather, each project, program, and measure discussed in the CAAP,\nand every future development project will be reviewed and approved over time\nand follow protocols and best practices for adoption.\n4) Reaffirm the previously approved City Council prioritization of CAAP actions\nand measures.\n5) Direct Staff to prepare and implement the CAAP implementation plan.\n5.4
