21. \nFORMATION OF AN COMMITTEE (KEMPF)\nECONOMIC DEVELOPMENT AD HOC\nRecommendations:\n(a) Form an Economic Development Ad Hoc Committee comprised of Mayor\nPro Tem Mark Orgill and Councilmember Sue Kempf, supported by City\nstaff, to focus on advancing the City’s economic development initiatives; and\n(b) Direct staff to return to the City Council at its November 10, 2026,\nmeeting to review the committee’s progress and determine whether to\ncontinue or sunset the Ad Hoc Committee.
