15.\nOctober 28, 2025\nIntroduction and First Reading of an Ordinance of the City Council of the\nCity of Commerce, California, Amending Title 19 (Zoning) of the\nCommerce Municipal Code to Establish a New Zoning Overlay to\nImplement Housing Element Policy, Apply the New Zoning Overlay to\nthose Sites Identified in the Housing Element as Rezoning Sites to Meet\nthe Regional Housing Needs Allocation (RHNA), and adopting a Resolution\namending the general plan land use designation to mixed use for sites\nidentified in the Housing Element as rezoning sites to meet the RHNA for\nGeneral Plan Amendment No. 25-01 - Public Hearing\nThe City Council will consider introducing and waiving for First Reading\nOrdinance No. _____ amending the Commerce Municipal Code ("CMC")\nestablishing a new zoning overlay (ZTA No. 25-03) to implement Housing\nElement policy, and applying the new zoning overlay to those sites identified in\nthe Housing Element as rezoning sites to meet the regional housing needs\nallocation (RHNA) (ZC No. 25-01); adopting Resolution No. __ amending the\ngeneral plan land use designation to mixed use for sites identified in the\nHousing Element as rezoning sites to meet the RHNA for GPA No. 25-01; and\nadopting a Categorical Exemption under the provisions of the California\nEnvironmental Quality Act (Public Resources Code 21000, et seq. "CEQA")\nand the regulations promulgated thereunder (14 Cal.
