B. Approval of an Agreement with Praesidium Inc. for Child Protection Program Services\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines; and\n2. Authorize the City Manager to negotiate and execute an agreement with Praesidium Inc.\nfor Child Protection Program services for the Finance Department. This recommended\naward is made as an exception to the competitive bidding process pursuant to Section\n2.24.250 (b) and is for a total amount not to exceed $510,000, with future year funding\ncontingent on Council budget approval.\na.
