A. ORDINANCE NO. 724 AMENDING TITLE III: ADMINISTRATION, CHAPTER\n30 CITY COUNCIL, SECTION 30.02 COMPENSATION OF THE SAN GABRIEL\nMUNICIPAL CODE TO ADJUST THE COMPENSATION OF CITY COUNCIL\nMEMBERS PURSUANT TO SENATE BILL 329 – INTRODUCTION AND FIRST\nREADING\nSenate Bill 329 changed the salary cap for city council members to help account\nfor the 300% increase in the cost of living since the last update in 1984. In order\nto account for inflation and facilitate more diverse city councils, options for\nincreasing Council Member compensation are presented for City Council\nconsideration. San Gabriel City Council Member compensation was last\nadjusted in 2009 to $893.70 monthly, pursuant to Ordinance No. 573-C.S. City\nCouncil compensation is proposed to increase from $893.70 per month, per\nmember, to either a maximum of $1,275 (Option 1) or $1,608.66 (Option 2A).\nUnder Option 1, the impact to the General Fund would be an additional $381.30\nper month ($4,575.60 annually) per Council Member, or $22,878 total each year\nfor all five members. Under Option 2A, the increase would be $714.96 per\nmonth ($8,579.52 annually) per Council Member, or $42,897.60 total annually\nfor all five members. There would be no fiscal impact in the current fiscal year;\nfunds for the increased compensation would be included in the Fiscal Year\n2026–27 Budget.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Waive full reading, read by title only, and introduce for first reading\nOrdinance No. 724 entitled, “An Ordinance of the City Council of San Gabriel,\nCalifornia, Amending Title III: Administration, Chapter 30 City Council, Section\n30.02 Compensation of the San Gabriel Municipal Code to adjust the\nCompensation of City Council Members Pursuant to Senate Bill 329,”\nincorporating either Option 1 or 2(A) for the compensation amount.\n2. Waive future reading and schedule the second reading and adoption of\nOrdinance No. 724 for the next regularly-scheduled City Council meeting.\nALTERNATIVES\nCity Council may decide to:\n1. Not approve the ordinance at introduction; or\n2. Increase compensation to another amount under the maximum of $1,608.66
